ANALISIS FAKTOR DETERMINAN PENGGUNAAN SISTEM INFORMASI SUMBER DAYA MANUSIA DAN IMPLIKASINYA TERHADAP REFORMASI BIROKRASI PADA BPK RI
Abstract
Sistem Informasi Manajemen Sumber Daya Manusia (SISDM) pada Badan Pemeriksa Keuangan BPK RI merupakan sistem administrasi kepegawaian yang juga mendukung proses bisnis BPK RI dalam pemeriksaan dan pengelolaan tanggung jawab keuangan negara yang telah digunakan sejak tahun 2006. Meskipun sifatnya wajib (mandatory), dalam implementasinya aplikasi SISDM belum sepenuhnya digunakan oleh pegawai dan masih ditemukan kendala bagi pegawai untuk mengakses sistem. Padahal melalui sistem tersebut diharapkan dapat tercipta kehandalan data untuk memperbaiki administrasi kepegawaian. Penelitian ini dilakukan untuk mengetahui faktor-faktor determinan yang mempengaruhi pegawai BPK RI dalam menggunakan teknologi perangkat lunak SISDM dan implikasinya terhadap reformasi birokrasi pada BPK RI.Model yang digunakan dalam penelitian ini adalah model evaluasi terintegrasi. Model ini mengintegrasikan tiga teori dari sistem informasi, yaitu model DeLone dan McLean, model UTAUT, dan HOT Fit. Menurut Model evaluasi terintegrasi, penerimaan teknologi memiliki tiga dimensi: karakteristik individu, karakteristik teknologi, dan karakteristik konteks organisasi.
